Akila Djoudi Gharbi est née en 1964 en Algérie, elle est Chargée de recherche spécialisée dans le solaire photovoltaïque (PV) au Centre de Développement des Energies Renouvelables (CDER), Bouzaréah Alger. Elle est chef de projet pompage photovoltaïque, depuis 2003. Elle a d’abord obtenu son diplôme d’ingénieur en électronique en 1993 à l’Université Saad Dahleb de Blida Algérie, puis en 2003 elle a obtenu son Magister au sein de l’université Saad Dahleb de Blida.
Depuis 1993, en tant que chercheur permanent, elle a participé à de nombreux projets nationaux tel que la protection cathodique pour la lutte contre la corrosion des ouvrages métalliques ainsi que le pompage photovoltaïque, y compris des projets de coopération avec l'Espagne et l’Union Européenne concernant l'installation du banc d’essai et de systèmes de pompage de l'eau alimentés par l’énergie solaire PV. Elle a enseigné en tant qu’associée à l'Université Saad Dahleb de Blida et a aussi encadré plusieurs ingénieurs et masters en énergies renouvelables.

Mr. Samir BENSAID is the director of the Cooperation & Communication Department & DG of IEA (Directeur Général de l’IEA) of the National Office of Potable Water (ONEP) in MOROCCO. He’s a hydraulic and environment engineer with a strong experience of 27 years in potable and waste water field. As the first director of Sanitation and Environment Department, he launched set up the strategy and the organization of the sewerage and waste water management in ONEP.
He’s also worked for 10 years in a public utility of sewerage in Paris Region in France.

Dr. Joerg Dux is Division Chief Water Resources North Africa at KfW Entwicklungsbank –German Financial Cooperation in Frankfurt, Germany. His division is responsible for financing and implementing infrastructure programmes and projects in the fields of integrated water resources management (IWRM), urban water supply and sanitation, irrigation, desalination and hydropower generation, Biodiversity protection and fisheries. In the extremely water scarce countries of Egypt, Tunisia, Morocco and Mauritania KfW Entwicklungsbank is supporting important investments in water loss reduction, desalination of brackish water and seawater through solar power, waste waster reuse and improving irrigation efficiency in order to support adaptation to climate change through a more efficient use of the precious water resources. In Mauritania a radar and satellite based fisheries monitoring program as well as a marine biodiversity and shore protection program are at the edge of development. Dr. Dux has a degree in economics and geography from the University of Hamburg, Germany. He joined KfW Entwicklungsbank in 2002 as a water resources expert. From 2004 to 2008 he was Director of the KfW office in Nairobi, Kenya, coordinating German Financial Cooperation in the water sectors in Kenya and Uganda.

Dr Edward George is head of group research at Ecobank, managing a team of eight analysts covering the fixed-income, currencies and commodities space in Middle Africa. Prior to being head of research, Edward headed the soft commodities desk, with a focus on cocoa, coffee, cotton, sugar and grains. Edward is also a specialist on Francophone West Africa and Lusophone Africa, and is the bank’s expert on intra-African trade and trade finance. Edward works closely with the corporate bank and trade finance teams, and regularly visits soft commodity producers, processers and traders across Ecobank’s 36-country African footprint. Prior to joining Ecobank in March 2011 Edward worked for The Economist Intelligence Unit (EIU) for seven years as a Senior Editor in both the Commodities and Africa Departments. He was responsible for producing and editing reports on Lusophone and Francophone Africa, as well as on 25 industrial raw materials, food, feedstuffs and beverages. Before joining the EIU, Edward worked as a freelance writer covering the politics and economics of Sub-Saharan Africa. A linguist by training, Edward is fluent in French, Spanish and Portuguese and holds a PhD in Political Science from the University of Bristol. His PhD thesis on the Cuban intervention in Angola was published as a book by Routledge in 2005 and came out in paperback in December 2012.

Hon. Prof. Jumanne A. Maghembe was born in Usangi, Mwanga District on August 24, 1951. He is the Elected Member of Parliament for Mwanga Constituency in Kilimanjaro Region, Tanzania since October 2000. He serves in the Cabinet of the United Republic of Tanzania as Minister of Water Resources since May, 2012. Previously, Professor Maghembe has served as Minister for Agriculture, Food Security and Co-operatives (2010 – 2012), Minister of Education and Vocational Training (2008 – 2010), Minister of Natural Resources and Tourism (2006 – 2008), and Minister of Labour, Employment & Youth Development (2006). He studied Forestry at the Agricultural University of Norway; Duke University and at the University of Dar es Salaam. He holds the degrees of B.Sc Forestry (Honours), M.Sc. Forestry, Master of Forestry and Doctor of Philosophy.
Prof. Jumanne A. Maghembe is a renown Scholar who taught at the University of Dar es Salaam, and the Sokoine University of Agriculture. He was a Fulbright Scholar and Associate Professor of Tropical Forest Science at the Department of Forest Science, College of Forestry, Oregon State University, Corvallis, Oregon USA and Affiliate Professor of Wildlife Resources at the Department of Fish & Wildlife Resources, University of Idaho, Moscow, Idaho, USA.
Prof. Maghembe spent 15 years as a Principal Scientific at the International Centre for Research in Agroforestry (ICRAF). During his Scientific Career Professor Maghembe published more than 65 scientific papers in Learned International Journals and served as Member of the Editoral Boards of the Journals (i) Forest Ecology and Management published by Elsevier Science Publishers, Amsterdam and (ii) Agroforestry Systems Published by Kluwer Science Publishers, Dotretch, The Netherlands.

Mr. Mullen is the Water and Sanitation Specialist for the IFC (part of the World Bank Group). He is the industry specialist responsible for IFC’s global water sector investments. As a senior civil/environmental engineer he has over 20 years experience in the international water and sanitation business, including emerging markets in Africa, Middle East, Europe, Caribbean, Asia, and Latin America. Mr. Mullen’s expertise includes design build/ EPC, BOOT/concession and public private partnership (PPPs) in the international water/wastewater sector. His work also includes water/wastewater master plans, integrated water resource planning and economic water sector studies including capital/O&M costs, investment programs, and financial rate/tariff studies. Before joining IFC, Mr. Mullen was Business Unit Leader for Montgomery Watson Harza and Technical Director, Water Supply and Sanitation Division for Louis Berger International in Paris. The young Moroccan Membrane and Desalination Society was incorporated in Mohammadia,
Morocco in April 13, 2005 and is directed by a board selected at a general meeting.
The society is a non-profit public organization which will maintain neutrality with regard to
government and corporate policies as well as in the politics of countries, agencies, companies
and others. The Society will seek affiliation to other organizations where and when
appropriate.
The goals of the society are the development and promotion of membrane and desalination
science and technology and especially their appropriate use in water and wastewater treatment,
treatment of drinking water and industrial effluents, and other membrane and desalination
sciences and technologies. The protection of the environment, especially water resources and
concentrate disposal, are among the principal goals of the Society. To achieve these goals, the
Society will

Mr. Mouline is an engineer specializing in development projects in the sectors of energy and environmental protection. He is a graduate of the Institut National Polytechnique de Grenoble and the University of Pennsylvania in Philadelphia, he is the former Chairman of the Commission on Sustainable Development in the CGEM and the Moroccan Center for Clean Production and Member of the Federation of Energy.
He was also advisor of the President of Sustainable Development OCP and consultant for national and international organizations (Mohammed VI Foundation for the Protection of the Environment, UNDP, World Bank, IFC, GIZ, KfW). Mr. Mouline was previously the Managing Director of the National Agency for Development of Renewable Energy and Energy Efficiency and President MEDENER, the association of national agencies for energy efficiency in the Mediterranean.

Dr. Eng Silver Mugisha is the Managing Director of National Water and Sewerage Corporation (NWSC), Uganda. He has over 20 years’ experience in water utility operations, international policy, research and advisory services.
He has been instrumental in the transformation of NWSC and has served the Corporation in various capacities since 1994. Prior to his appointment as the Managing Director, he was Chief Manager in charge of the Institutional Development and External Services Division.
He has led several teams of experts from NWSC-External Services on a number of institutional development and governance strengthening assignments in various organizations in Uganda, Kenya, Tanzania, Zambia, Nigeria, Ethiopia, Rwanda, Trinidad & Tobago, India, among others.
He has a wide and long experience in water governance, performance improvement planning and institutional development. He has contributed to knowledge development in the water sector and published a number of policy and research papers in several peer-reviewed journals, mainly focusing on performance management, WSS reforms in developing countries, pro-poor services, and technical efficiency analysis.
He has contributed to the advancement of the water sector internationally by holding several positions in a number of international institutions. He is currently the Vice President (East Africa) of the Executive Board of African Water Association (AfWA); President of the Scientific and Technical Council of AfWA (2010-2014); Chairman of the WOP-Africa Programme Committee (2010-2014); member of IWA Programme Committee (2010-2012); a fellow of International Water Association (IWA); and a fellow of Netherlands SENSE Research School.
He has authored a book (published by IWA Publishing) titled, “Utility Benchmarking and Regulation in Developing Countries: Practical Application of Performance Monitoring and Incentives”.
He holds a Bachelor of Science Degree in Civil Engineering (Upper Second Class) from Makerere University, Kampala and a Master of Science degree in Sanitary Engineering – Sector Utility Management Option (with Distinction) from UNESCO-IHE Institute for Water Education, Delft, and The Netherlands. His Doctor of Philosophy (Ph.D.) in Economics and Management was awarded by Makerere University – Uganda in Collaboration with PURC-University of Florida, USA.

Actuellement, Mr Khalid TAHRI est le Directeur Technique et Ingénierie à l’ONEE-Branche eau, responsable des études et des réalisations des grands projets d’eau potable, à l’échelle nationale, alimentés par des ressources conventionnelles et non conventionnelles.
Par ailleurs, Mr Khalid TAHRI contribue en tant qu’expert international dans des projets de la région MENA.
Il est également Vice-Président de la Société Marocaine de Membranes et de Dessalement (SMMD) et participe activement aux congrès nationaux et internationaux organisés par les associations du domaine de l’eau et du dessalement dont IDA, GWI, EDS, ACUWA…

- Il a auparavant occupé à l’ONE, notamment, les fonctions suivantes; (i) Chef de Projet Stratégique de l’extension de la Centrale Thermique de Jorf Lasfar, par la réalisation des tranches 5 et 6, (ii) Chef de la Division Technique des Turbines à Gaz, (iii) Chef de la Division VEP au Pôle Production et (iv) Projects Manager Systèmes Industriels.
- Il avait également occupé la fonction de Chef de Service Bureau Central de Conduite multi-fluides (le Dispatching « Electricité, Eau et Assainissement » de la ville de Casablanca) à la LYDEC (Lyonnaise des Eaux de Casablanca).
